Our client is the Construction Manager on a megasize new town construction project in Libya. To head the construction management activities on this project, our client is looking for an experienced Senior Construction Manager – Infrastructure.
SCOPE OF THE PROJECT
The infrastructure side of the project will consist of construction management over three existing towns for totally new infrastructure consisting of: - New construction road network to approved detailed road design complete with sidewalks, paving etc. - A totally newly constructed sewer network consisting of sewer pipes, manholes lifting stations and pumping stations to an anticipated central Sewerage Treatment Plant (STP). All laid beneath the new road. - A totally new constructed towns water distribution network for potable water supplies to the existing housing and other users, commercial, hospitals, schools, local authority properties and farms etc laid beneath the sidewalk pavings. - A totally new electricity distribution system including medium and low voltage electrical network serving each towns needs from the central towns electrical supplies. All laid beneath the sidewalk paving. This will include all new town street lighting. - A totally new telecoms installation throughout the town laid beneath the sidewalk paving. - A totally new natural gas distribution network all laid beneath the sidewalk paving. - A totally new Stormwater system.
RESPONSIBILITIES / REQUIREMENTS
1). Handling of Contract Information. Outline dates and details for the project/s. 2). Project Organizational Structure. The CM will be expected to be able to maintain an adequate organizational structure and provide assistance in ensuring that that structure is updated and reflects the changing project needs over time. 3). Contact Information. 4).Scheduling and Milestones. 5).Budget and cost control. 6). Resource Management. 7). Modification Control Process. 8). Project Constraints and Resolution. 9). Quality control. 10). Risk Management. 11). Coordination and Communication. 12). Document Control and Electronic Documentation Management System (EDMS) 13). Safety Management. 14). Reporting.
CANDIDATE REQUIREMENTS
- An Honors Degree at Bachelors Level in Civil Engineering or similar related is required as a minimum.. - Full Membership and Chartered Engineer Status of a senior relevant and related professional Institute is desirable. - A recognized quality audit qualification would be an added advantage, but not essential. - Considering the size and complexity of the project the candidate will need to show experience in the handling of similar projects at the CM level in a desert environment over a period of at least 10 years, or a mix of CM and Senior Construction Supervisor level over 15 years. Value of projects managed should be at Euro 100 Million or above. - Equally the CM must be able to demonstrate experience in multidisciplinary Infratructure projects (Roads, Sewer networks, electricity, etc). - A familiarity with all the technical aspects of the role is also expected, not as a specialist, but as a manager who can hold his position and gain the respect of the Contractor. For this the CM will be actively supported by the HO organization.
