| Job Description |
1. Job Summary
The purpose of this position is to exercise effective Health, Safety, Quality and Environmental Assurance leadership, and to plan, develop and manage the activities of the HSQE Department to meet all legal, certification, performance, stakeholder and other relevant requirements placed our client's organization.
2. Job Responsibility
2.1 Lead the planning works during the Pre Launch phase
2.2 Oversee and coordinate the safety aspects of Pre-Launch to ensure that all certification and licensing is achieved on time to permit the opening of the System
2.3 Build and develop the HSQE Department and coordinate resources including hiring and management of qualified HSQE inspector, specialist and advisor
2.4 Lead the development of the safety, quality and environmental management systems with the line departments
2.5 Coordinate certification processes with relevant external bodies
2.6 Audit and inspect the operations and maintenance activities to determine the effectiveness of, and compliance with, the organization’s policies and management systems
2.7 Prepare reports and statistics on the performance of the O&M organization per the agreed performance targets
2.8 Provide strategic direction, planning, and managing the development and implementation of policies and procedures for the continuous improvement of quality processes, reduction of environmental health and safety liabilities associated with passengers, employees and the environment
2.9 Lead the process improvements, internal/external communication and awareness on HSQE issues, setting appropriate HSQE accountabilities, analyzing HSQE assessments and ensuring compliance with applicable legislation, regulations, consensus established industry standards, and company policies
2.10 Review and interpret current and future HSQE demands in connection with business requirements and pending legislation
2.11 Monitor performance and work flows, maximize the utilization of resources, and identify and implement cost effective strategies to improve safety and quality of service, minimize environmental impacts and encourage sustainability
2.12 Manage the HSQE Department to ensure outputs delivered are to an appropriate standard on time and within the allocated budget
2.13 Perform and carry out other duties as instructed / directed by the Managing Director
3. Qualifications and Experience
3.1 Essential Degree holder in any discipline Hold a professional qualification in safety management with membership of a recognized professional institution Minimum 7 years of general HSQE management experience 5 years of specific HSQE management experience within the rail industry Good understanding of ISO9001:2000, ISO14001:2000 and OSHAS18001:1999 Skillful in communicating, motivating and developing staff politically incisive in communicating effectively with government agencies, board members, media/press, contractors and staff Highly motivated and flexibility to work in a time-sensitive environment to respond quickly and effectively to unanticipated high workloads, events and emergencies Ability to think laterally and analyze and assess a range of information Ability to multi-task and analyze situations promptly and without bias so as to determine the proper course of action or alternatives without jeopardizing human safety, quality and the committed performance targets Thorough understanding of all aspects of safety issues related to railway operations and maintenance
3.2 Preferable 10 years or more of general HSQ&E management experience |
